Wheel has broken spokes, out of true. The fork needs new seals and oil. Also on the arch it was heavily worn from a tread before I had it.

I know exactly what you are saying. For the travel to be adjusted on this fork I would to have to opened it up, added or removed plastic spacers. I did not do that. The travel has remains it's stock length the entire time I have owned this fork. I was just offering solutions to why you have perceived and expressed a false opinion.
